That depends on whether the PDF has been saved to allow changes. The cretaor can set the PDF up so that editing/exporting of content is disabled.



That said, there are a number of tools on the market right now which can do this for you. If you have access to/can get hold of a version of Adobe Acrobat, it would allow you to save out to Rich Text Format, which would retain fonts/layout etc for import into Word. But if the original PDF has been locked, then legally there is not a lot you can do.
