How to Change MS Publisher Document to a PDF Without Loosing it's Quality?

I'm trying to change a Newsletter from a MS Publisher doc to a PDF, I have Photoshop Elements but it does not allow me to open a Publisher doc directly, instead I have to change the document to a Jpeg (using Publisher) and then change that into a pdf (using PS Elements). The quality of the images are not great and the writing is only just legible when I do this. Anyone have any tips?

Insall Cute PDF writer, this will add a PDF printer in your printer list.

Now print MS publisher doc and select the PDF writer printer.
