If you have the full Adobe Acrobat, it's easy. If you don't you need some kind of program that writes PDF files. The easiest might be OpenOffice which can generate a PDF file. You can insert the JPGs into a document as graphics and then export it as a PDF.

You need special software like Adobe Acrobat (distiller) or PDF Maker. Most of these pdf conversion softwares cannot be found for free (unless it is pirated)
Maybe you should read up a little on copyright law?
But hypothetically, you could just scan the images, do your editing, and print them using ';CutePDF';, a freeware utility that adds a 'virtual' printer to your PC that outputs PDF files instead of paper.

You need to buy the ';PDF Distiller'; from Adobe officially. Their program is about $250.
There are a few ';free'; distillers on the 'net with varying capabilities -- I put one link below. If you google or yahoo search ';pdf distiller'; you'll find some more.
One option would be to download and install OpenOffice ( http://www.openoffice.org ), place each image into a slide in OO's presentation software, then Save As or Export to pdf.
