There are many software products available on market and on the internet. What I recommend is Quark Express, Adobe Professional (or CE Standard). In Adobe you can create pdf files from documents,pictures,e-mails and many other, but once you've done this you can't change the pdf (only by recreating it). In Quark Express this is possibile. It is more advanced but it costs 10 times as much.
You can make pdf files by using Adobe Acrobat softwares. These softwares will allow you to convert, for example, your Word file into a .pdf file in an instant. You can also edit existing pdf files.
