You can use A-PDF Image to PDF (free download here) to make pdf from JPG, bmp, gif, tif, tiff, png with only 2 steps:
Click the ';Add Image'; icon to add JPG, bmp, gif, tif, tiff, png images
Click the ';Build to One PDF'; icon to make pdf from JPG, bmp, gif, tif, tiff, png at one time
