How do you change a PDF file into something that you can put on Microsoft Word and change text?

I have a PDF document that has 100 pages. I need to copy and paste some information out of those pages. They were scanned in and now I cannot access the information to copy and paste because it is in an Adobe PDF. How do I get it to Word or a writable application? How do you change a PDF file into something that you can put on Microsoft Word and change text?

If the pdf files had been created directly from the original document files, then it would be relatively easy to extract the actual text and any images. The pdf files also probably would have been much smaller and better quality. But because they were scanned in, they really just contain images of each page, not actual text. So you would need an OCR (optical character recognition) program to try to interpret or guess the text. I do not know if the full Acrobat program can do that or if you would need a 3rd party OCR program, but the free Acrobat Reader is not going to do that.

That is basically what our government does when they want to appear that they are revealing everything to us, but are really trying to hide things in bills they are trying to pass, in thousands of pages of unsearchable scanned text as graphics.
